In the fall of 2025, Napa County unveiled its comprehensive 2025–2030 Strategic Initiatives. This forward-thinking, five-year blueprint was designed by the Board of Supervisors and County staff after extensive public surveys to gather feedback about what is important to residents today and into the future.
Since December 2025, Napa County Library has been gathering feedback from staff, our users, and Library Commission members to create a strategic plan that aligns with the County’s objectives.
This month, we are pleased to share this document with you in the spirit of partnership and transparency.
There are four areas of focus within the County’s plan:
- Build Healthy, Connected Communities
- Champion Environmental Sustainability and Resiliency
- Preserve Napa County’s Agricultural Legacy
- Elevate County Service and Workforce Excellence
The Napa County Library’s strategic plan takes each of these four focus areas and translates them into tangible, neighborhood-level initiatives that the Library is uniquely positioned to achieve.

Build Healthy, Connected Communities
As a free, trusted, and welcoming space, the Library connects people, resources, and partners, fostering community, belonging, and engagement.
Our opportunities include:
- Targeting outreach and engagement to reach underserved populations and increase awareness of services.
- Forming partnership-driven services and programming with schools, nonprofits, businesses, and county agencies.
- Strengthening youth and school engagement to build lifelong connections to the library.
Champion Environmental Sustainability and Resiliency
As a hub for learning and resource sharing, the Library helps residents access information, tools, and experiences that support sustainable practices and community resilience.
Our opportunities include:
- Offering hands-on sustainability learning opportunities for all ages, including workshops and demonstrations.
- Supporting resource-sharing initiatives such as swaps, recycling programs, and a Library of Things collection.
- Exploring community gardening, seed libraries, and urban agriculture education.
Preserve Napa County's Agricultural Legacy
Napa’s agricultural identity runs deeper than wine. The Library connects residents to that full story through farming traditions, food systems, and the generations of communities that shaped this place.
Our opportunities include:
- Curating collections, displays, and resources that highlight local agriculture, food systems, and history.
- Offering programs, speakers, or partnerships—including with farmers, farmworkers, beekeepers, and gardeners—that provide access to learn about agriculture and its role in the community.
- Collaborating with community partners like agricultural organizations and land stewardship groups to share information and connect residents to existing agricultural resources and initiatives.
Elevate County Service & Workforce Excellence
When staff feel supported and have opportunities to grow, the entire community benefits.
Our opportunities include:
- Applying human-centered approaches and problem-solving techniques to build staff capacity and improve service delivery.
- Strengthening onboarding and mentorship programs to support staff growth and knowledge sharing.
- Providing training and learning opportunities that support staff at every stage of their careers.
