Strategic Plan

Introduction

The Napa County Strategic Plan establishes shared priorities across all departments. The Library's strategic plan translates those priorities into the daily work of the Library. What follows are our guiding principles and high-level priorities. For the complete strategic plan, including opportunities, example strategic actions, and more, please view the Napa County Library Strategic Vision 2026.

This is not a separate initiative; it is a shared direction for how we serve our community every day. Together they guide decisions, collections, partnerships, services, and how we use our time and resources within the library system.

Napa County Library is the heartbeat of our community—offering welcoming spaces, helpful services, and opportunities for people to learn, connect, and grow. These themes are drawn from the voices of library staff across the county, reflecting what makes Napa County’s libraries special:

  1. Everyone is welcome. The Library is a place where all feel comfortable, supported, and respected.
  2. Human-centered service. Staff collaborate and go beyond the desk to connect people with the right resources and support.
  3. Learning for all ages. From early literacy to lifelong learning, the library helps people explore and grow at every stage.
  4. Rooted in community. The Library listens, adapts, and provides a trusted space for neighbors to connect.
